Don't do anything heavy. Use the weight of your head, it weighs a lot anyway, and don't over do it. The last thing you want is to go through life with neck issues.

It may seem strange, but I had success doing shrugs using bands (spear fishing bands). It sort of kicked off my improvement in that area. I am a type that does not develop easily in that area.

I did sets of three or even four minutes. Got a good burn, mostly in the traps of course, but there was cross over to the neck muscles.

You might also try inverted shrugs using gymnastic rings.

I have actually heard that trying to thicken your neck with these types of exercises can cause sleep apnea. Be careful
